Joji Seki A Study on Factors hindering the Implementation of Evacuation Security Plans in Elderly Care Facilities Yoko Matsuda The purpose of this study is to examine the factors that may hinder the execution of evacuation in the current evacuation plan for elderly care facilities, focusing on the facilities selected as evacuation sites in the current evacuation plan and the travel routes to the evacuation sites, and to consider the issues that may arise in executing the evacuation in the evacuation plan. The objective of this study is to examine the factors that may hinder the execution of the evacuation in the evacuation plan. In order to achieve the research goal, we conducted text mining of free description columns in a survey of the actual situation in securing evacuation conducted mainly by the Ministry of Health, Welfare and the Ministry of Land, Infrastructure, Transport and Tourism, and a questionnaire survey of elderly care facilities in Niigata Prefecture, and analyzed the attributes of elderly care facilities by discriminant analysis using the questionnaire survey results. The results of the questionnaire survey were used to examine the concerns related to evacuation for each attribute of elderly care facilities and the issues that could arise in implementing evacuation in evacuation plans. The results of the survey revealed factors that hinder the implementation of evacuation at facilities for persons with special needs nationwide and factors that hinder the implementation of evacuation for each facility attribute, and suggested the following measures to improve the effectiveness of evacuation through the revision of evacuation plans, such as setting appropriate evacuation sites and routes according to the attributes of each elderly care facility and improving staffing systems during a disaster. The effectiveness of the evacuation plan can be improved by revising the contents of the evacuation plan. By sharing this method of revising evacuation plans with facilities that are required to establish evacuation plans, more effective evacuation plans can be established, which will reduce the amount of labor and time required for evacuation to a certain extent.
