Study on the Permission System of Natural Parks Act linking in Landscape Act

This study aims to clarify the operation of the permission standard for Natural Parks Act cooperating with Landscape Act through the study of the addition standard in a special zone of Natural Parks by regulations of Landscape Act Article 8 Clause 4 "ho" of Landscape Act.
On the result of the survey, we find that there are only five local authorities in the whole country which have a special zone and make additional standard. By detail analysis of each case, we clarify that a coordinated system of the landscape section and the Natural Park section is insufficient, and also that because the area where the development possibility is low is assumed to be coverage of the additional standard, the effect is limited. We propose that the cooperation with Natural Park section and the system to apply the additional standard effectively is necessary.
