Estimate Value of Time with Respect to Freight Transport

Value of time with respect to freight transport means Willingness to pay to cut down on running time for one minute. In this study, I estimate value of time for freight transport between Niigata-city and Kanto district. The measurement technique used non-aggregate model of the demand model approach. I compare value of time by factor cost approach with the estimated result. And I confirm significance of the demand model approach.
I used the road traffic census, ETC2.0 and the questionnaire which offices choice routes by freight transport. Using these data, I constructed binomial logit model which freight transport use either general road or expressway about route choice. I used running distance, running time, running cost as common variables of the model. In addition, I considered the personal attribute according to each data of the model.
Estimated explanation variable of each model using ETC2.0 and the questionnaire were able to interpret rational. However, the thing that running time and running cost that are explanation variables to use for calculation of value of time were meaningful was a model by questionnaires. I used the model constructed by questionnaire as demand model approach in this study.
Value of time with respect to regular freight vehicles that I estimated using this model was 43.69[yen/minute]. Difference of 10[yen/minute] were seen in comparison with factor cost approach. As a result, I think that I wasn¡Çt able to express the real freight flow only with the variable that I used in this study. However, it was indicated that I could express the real freight flow by considering various variables. Therefore I think that I was able to confirm significance of the demand model approach.
