Evaluation of Process of Making Social Communities at Rural Area, and Sustaining and Empowering Those, Starting from Earthquakes. Taking Example from Niigata Chuetsu Area.

The revival process of Chuetsu Earthquake is process that making a social community in order to solve some problems at mountain area, like decreasing population , aged community, and so on. And after ten years passed from the earthquake, they still complement some prevention for those problems. This research aim at three things. First, understanding what kind of activities are conducted for the area. Second, based on the first result, what variety of elements are needed to sustain and empower the area. Finally, evaluate of those activities. From the results, I understand that all residents highly-motivated do making social community which sustain the area. This indicates that the social community is established and all residents have their own roles in this area. The problems of making the social community are decreasing population and aged society. Despite acknowledge of those problems, a great number of villages do not execute anything for those problems. Additionally, few village do not complement making interactive population and their own economic activity. However, a few village in mountains area at Chuetsu area are successful to have above ones, but it is just "a few. "Moreover, I can conclude that making the social community activities are not effective, because the residents do not have good expectations for their future. Based on that conclusion, I mainly focus on the expectations for future of their community to select the elements of evaluation for sustainability and empowerment. First, complementing somethings for decreasing population and aged society. Second, facilitating people who live in other area come to their area. Third, doing add value activities. Finally, making good community. I found those are evaluation standard.
