Estimation of Freight Vehicles OD Traffic Volume in Consideration of the Change of Location Due to the Construction of Expressway and Evaluation of Traffic Measures

Traffic congestion had occurred in the city center of Tokyo. Ministry of Land, Infrastructure and Transport is constructing the 3 Loop Expressway for traffic congestion mitigation in the central Tokyo. Thereby many companies move and establish around the Metropolitan Inter¡¾City Expressway. Due to a change in the location of companies, freight vehicles OD traffic volume changes.
OD data has been investigated by the road traffic census. However, this OD data can¡Çt be considered a change of freight vehicles OD traffic volume after the construction of 3 Loop Expressway. OD data in consideration of the change of location is needed. In addition, it is necessary to reproduce the future of traffic conditions.
The purpose of this study is two. First, it is the estimation of the time zone freight vehicles OD traffic volume after the construction of 3 Loop Expressway. Second, it is the reproduction of the traffic condition after the construction of 3 Loop Expressway by traffic simulation. In addition, it is the evaluation with effect on the traffic congestion caused by traffic measures.
