Study on Area Division System of the Regular Review in the Depopulation Era

This study clarifies the policy of the population framework setting and the content of regular review under depopulation era and proposes the way of regular review.
By examining the regular review of Area Division in local cities, we find that there are City Planning Areas where the Urbanization Promotion Areas have been expanded by changing the population estimate, the population density of habitable land and the definition of non-inhabitable land. A real population exceeds the estimated one in such area though the population decrease is assumed. Then, we find that these areas do not execute regular review that is appropriate for depopulation era. To solve this problem, we propose making a clear guideline concerning the setting of the scale of Urbanization Promotion Area.
