Estimates of Time Zone OD and Transportation Policy Evaluation in Niigata Metropolitan Area

Kazushi SANO Hiroaki NISHIUCHI

In this study, estimates the time zone OD using existing observations link traffic volume, and evaluate the results. Also, it is intended to evaluate the time zone traffic policies in Niigata metropolitan area using the estimated hourly OD.
To use a model that Oneyama et al proposed in this study. However, the observed data, such as probe car is required for this.In this study, we determined from the observed link traffic such as traffic situation investigated using the link cost function. In addition, in order to supplement the lack of observation point, estimates, repeating the allocation.
As a result, I was able to confirm that the improvement of the distribution result is made by repeatedly calculation method. If you apply a time zone of OD estimation method in Niigata metropolitan area, has improved the reproducibility of the distribution traffic. In addition, carrying out the OD estimation, "Configuring Zone", it can be said that there is a need for "appropriate setting of parameters of the link cost function".
The traffic measures evaluation, to evaluate the case of implementing measures to increase the discount rate of expressway toll in peak hours. As a result, it is possible to increase the discount rate, conversion traffic motorway is generated from the bypass, it became clear that it is possible to reduce the time total running stand across the network at peak hours. Also, it can be said that measures have been proposed in this study the relationship between the reduction and reduced revenue total travel time table is valid.
