This study examines the possibility of land use control in the loose regulation area by the landscape plan. At first, we extract the landscape plan with the aim to control land use in which has the loose regulation area. Next, we compare the result of the development and building activity with the written report based on the landscape plan.
As a result, we find that the land use conversion is understood when the standard of written report for the development activity is provided by the landscape plan with the numerical value. Moreover, we find that the building location is derivable with zoning of different standard.
Therefore, we understand that the landscape plan has the effect as a land use control method in the loose regulation area
