Evaluation of Traffic Congestion Mitigation Measures Nagaoka Fireworks Festival Using Micro Traffic Simulation

Nagaoka Fireworks Festival is the biggest tourism event in Niigata prefecture that attracts more than 1 million tourists in only 2 days. Firework launches from 19:30 till 21:00 and most of the tourists start leaving the venue all together around the end of the Fireworks display, that causes traffic congestion around the venue every year especially during 21:00 to 24:00. Also, according to the record, it takes 3 hours at most to proceed only 4km on national route 8 which towards to the Nagaoka Interchange. Therefore, some measures to mitigate this traffic congestion such as ¡ÈShuttle bus service¡É and ¡ÈRail-and-ride¡É are implemented. However, the unclear bottle neck of the congestion made the evaluation of these measures much more difficult and even in previous research have been noted the necessity of clarifying bottle neck to evaluate the effects of mitigation measures, since the bottle neck generates the traffic congestion after all.
In this study, we clarified the bottle neck by conducting traffic survey on main roads around the venue and reproduced the estimated road network precisely in the computer by using the traffic simulation software of ¡ÈParamics¡É. Eventually, the study objective of evaluating the effects of mitigation measures and proposals are done in the basic network that determined by estimation as mentioned before.
