Development of Evacuation Simulation of the Kashiwazaki-Kariwa Nuclear Power Plant Accident

Kazushi SANO

Disaster at the Fukushima nuclear power plant was damaged by the Great East Japan Earthquake that occurred the other day.Became a situation where many residents to evacuate to an emergency declaration has been issued under the influence. There is a need to formulate a new plan for evacuation if the equivalent to the Fukushima nuclear power plant accident occurred at the Kashiwazaki-Kariwa nuclear power plant in response to thisEstimated using the simulator "Paramics" microscopic traffic traffic conditions at the time of the Kashiwazaki-Kariwa nuclear power plant disaster in for it.
In the range of 30km radius from the Kashiwazaki-Kariwa nuclear power plant is the target area evacuation.OD is calculated each divided into three categories according to their purpose.Data but unit B zone, use is divided into up to five separate town chome this.
Result to be allocated each time zone 12 hours OD table that you created, and I made a simulation, evacuation time is 13 hours and 27 minutes, was extracted from six bottlenecks in the network. From the simulation results, add a smart IC improvements bottleneck point extracted in order to reduce evacuation time.As a method for improving the bottleneck was carried out and additional signal green time increased ETC lane in IC.The results evacuation time was 17 minutes shorter.Next, set up in one place in the network smart IC, I examined the changes in the traffic situationThe result is an 8-minute evacuation time is reduced, have succeeded in shortening of 23 minutes and together with bottleneck fix.
In this study, evacuation time is 13 hours and 27 minutes to run the simulation results,As a result of carrying out the method of adding smart IC and improvements bottleneck point,I was able to reduce evacuation time by up to 23 minutes. In the future, creating a simulation of reality than by the survey carried out is a problem.
