Analysis using the integrated model of the introductory effect of road pricing

In this research, effect analysis of the road pricing in Niigata city was conducted.
The means of transportation assignment rate of the car in Niigata is 70%, and the percentage of public traffic is 5%.
It turns out that Niigata is dependent on a car compared with a domestic average.
Therefore, chronic traffic congestion has occurred in Niigata.
Especially, Traffic congestion has occurred at the highway and interchange of a bypass where cars flows in into Niigata city.
Thereby, it is thought that the punctuality and quick¡¾deliverability of a bus are affected.
In order to solve these problems, the measure aiming at the improvement in convenience of public traffic, such as an omnibus town plan, is implemented in Niigata city, but the rate of a car is not decreasing.
¡öThere is transportation demand management as a technique for solving such a traffic jam problem etc.
In this research, the road pricing which is one of the transportation demand management was focused.
¡öThe questionnaire result of having investigated the receptiveness mind to road pricing showed approving of road pricing, when traffic congestion decreased.
However, it is thought that enforcement of road pricing i difficult with the service level of present condition public transportation.
According to questionnaire result, the intention of using a car was shown strongly and intention to the negative to the measure which has use restricted was negative.
Moreover, various subjects, such as reduction of a visit visitor in the city and a use of the gold obtained by fee collection, can be considered.
However, when the convenience of public traffic improves, there are also many replies of liking to use public traffic.
From this, it is thought that some persons change a mode of transportation by promotion of public trasportation.
The improvement in convenience of public traffic of enforcement of road pricing is a precondition.
Next, the parameter of the disaggregate logit model was presumed and the means of transportation selection factor was analyzed.
According to this model, when road pricing was carried out, the factor which affects means of transportation selection was necessary expense, necessary expense and time outside entrainment
Especially time outside entrainment affected it most.
Therefore, it turned out that the time concerning commuting is a major factor in means of transportation selection when road pricing was carried out.
¡öNext, effect analysis of road pricing was conducted using a combine model.
Traffic and a congestion degree decreased in road pricing enforcement area.
However, there was also a place which traffic and a congestion degree increased outside the area.
Therefore, it turned out that traffic congestion may occur in other b places depending on a setup of road pricing enforcement area.
A setup of road pricing enforcement area and the amount of fee collection, etc. are mentioned as a subject.
