This study understands the situation of the permission based on proviso on Article 51 of Building Standard Law on a nationwide scale, and presents the problems in operation.¡¡
In this study, we clarify the following. The operation number of last ten years varies greatly in each administrative divisions, and administrative divisions where the policy or standard to operation are established are under 30 percent. Moreover, we confirm that there are little different operation situations in local governments throughout the country. In addition, we understand that the influence verifications to the residents by the facilities location are not executed by many cases, and that the chance for the residents to know the situation does not be secured enough. Additionally, we understand that there is no system on which the municipality confer with the adjacent ones, and that the municipalities recognize this as a problem of the legislation.
