Traffic congestion easing Effect of flexible time system

There is a flexible time system as one of the traffic demand management. If the core time at the time that should exist with the company is kept to, the flexible time system is a system to which the employee can freely decide start time. It can have composure when it is the morning busy with use of this system, and the commuting time when the effect is the highest for the individual that work can be ended early can be selected.
In traffic trip that concentrates in the morning and evening, the commuter is most. Therefore, traffic congestion can be expected to be eased distributing the traffic that concentrates in the morning and evening because this system spreads. In addition, cost especially and not being necessary to construct it to the system are the major pluses. The purpose of the present study is to verify the effect of the congestion easing by the flex time system degree spread.
A traffic network in Nagaoka City is made as a procedure of the research with traffic simulator "Paramics" first developed at the Britain Edinburgh university. This OD table has given traffic characteristics of each time zone by making it from 6 AM to 10 o'clock every ten minutes. Because the made OD table uses information in 2005 fiscal year, it is different from the traffic state in present Nagaoka City. Therefore, the OD table is corrected by using the observation traffic. The OD table after the flextime spreads is made by using result of the questionnaire.
When it simulated and the effect was analyzed, it was understood for the system to spread and to be able to cancel the delay time of about 8.95%.Moreover, it was understood that the effect ratio was the largest at time when the diffusion of the flexible time system became 30%.Neither the total time required nor the total delay time change too much if diffusion goes up more than it. It seems that this is because congestion has come to occur by other time zones in distributing traffic.
Therefore, it was able to be confirmed that congestion was eased because the flexible time system spread.
