Study on City Planning Area Reorganization with Merger of Municipalities

This study aims to consider the ideal way of the designation of city planning area (hereafter CPA) that coincides with the situation of the area for the local cities having both Area Divided and Non-Area Divided CPAs with the merger of municipalities.
First of all, we divide the cities into some groups and select Tsuruoka City, Maebashi City and Toyama City for detailed study. We execute the hearing investigation and the field investigation, etc. to those cities to understand the actual condition and examine the problems of reorganization.
As a result, we find that in local cities, it is a big problem that the zoning area in Non-Area Divided CPA cannot easily shift to the urbanization promotion area (hereafter UPA) with the area integration. Then, the deregulation methods such as 3411 ordinances and district plans are examined, but they have lots of problems. Finally, we show the necessity of the system that is able to designate the village with certain size or concentration for UPA.
