This study aims to clarify the feature of present urban structures and the problem from the relation between the current state of public transportation of local cities and the urban transitions and urban policies, and to propose the setting of population density and the land use for urban improvement with sustainable public transportation.
We analyze the relation between public traffic and urban area by two aspects in the whole country and the Hoku-Shin-etsu region by using the condition of public transportation, DID, the urbanization promotion area and the housing location trend, etc. Moreover, we select the case cities according to the level of public transportation, and analyze the urban features and future improvement policies by the density aspect that supported public traffic.
As a result, we clarify that an urban transition and the urban policy is different according to the public transportation aimed and that it is a factor that influences urban improvement. Therefore, it is necessary to examine not only the inducement of the population by reinforcing the public transportation service or strengthening the urban function, but also the restriction method of land use such as the zoning review.
