Effect of Mobility Management for Public Transport in Mitsuke, Niigata

This study aims to academically evaluate the effect of Mobility Management (MM, namely Travel Feedback Program) executed for community bus service provided by City of Mitsuke, Niigata prefecture. Its total flow of MM consists of the following three steps; presurvey (wave-1), communication questionnaire (wave-2), and postsurvey (wave3). Respondents are members of aged people”Ēs club (1,086 people) living along the community bus route. Evaluation is based on the before-and-after comparison method (wave-1 and wave-2). The use ratio of community buses increased from 52% (wave-1) to 65% (wave-2). The MM reveals the behavior modification of persuading other people to use community buses, and of relaxing the perceived barrier to use community buses for non-users. The analysis by structural equation model shows that there exists a causal relationship between face-to-face communication and the experience of community bus use.
