Structuring Disaster Prevention Awareness of Local Residents in Nagaoka and the Role of Voluntary Disaster Management Organizations

To enrich coping capacity is a key issue, and recently voluntary disaster management organizations (Jishu-bosai-kai) tends to be set up. Focusing on the voluntary disaster management organizations (VDMO), this study aims at seeing individual¡Çs consciousness and practical action for disaster prevention through questionnaire survey, and at suggesting a role of VDMO to raise coping capacity.
Summarizing and analyzing the questionnaire survey shows the following results. Firstly, many neighborhood associations which have not organized VDMO give a reason that the current associations can play an enough role for VDMO. However, it was only one of 28 groups that conducted training for disaster prevention. This fact implies, more or less, significance of organizing VDMO.
Secondly, we investigated difference between people with high-esteem and those with low-esteem against preparedness for disaster. The greater difference was seen in questions related to community activities such as ¡Èparticipation in a local festival¡É and ¡Èunderstanding people who needs help in a disaster¡É.
Thirdly, using a structural equation model, we analyzed factors forming consciousness of disaster prevention and coping capacity. The result shows the storage at the personal level affects the formation of the disaster prevention awareness most. The participation to the community disaster prevention activity comes to the next.
In order to get more people involved in the community disaster prevention activities, it is important to increase opportunities to raise communication among local people. Hence, it might be suggested that VDMO promote such opportunities, especially for young generation.
