New Introduction of Area Division with Integration of Area Division and Non-Area Division City Planning Area-Case with Shizuoka City and Hamamatsu City in Shizuoka Prefecture-

This study aims to clarify the process of the merger and Area Division introduction at Shizuoka City and Hamamatsu City in Shizuoka Prefecture where the Area Division and non-Area Division City Planning Area were reorganized.
Based on clarified by this study, when UPA is set in non-Area Division City Planning Area, we propose that we should basically designate only the built-up area.We analyze the city from five aspect. And, we clarify the diversity of the problem of Reorganizing City Planning Area from the difference of urban character.
We clarify the followings. Because the UPA incorporation in the future is difficult in the reasons for the depopulation and financial pressure, an old local authority with non-Area Division City Planning Area tends to make the wide range of UPA as much as possible. The correspondence measures to the district designated for the UCA becomes very important along with it.
