Study on Multi Center City System by Merger on Equal Basis and Transition Process in Region

This study aims to clarify the relativity of a regional policy and an actual improvement for Joetsu City in Niigata Prefecture that was born in 1971 by two city merger on an equal basis for the first time in the whole country, and to grope for the ideal way of the regional policy after it merger.
First of all, we clarify the transition of the regional improvement policy by comparing content of various plans related to the regional improvement of the comprehensive plans and the Urban Master Plans. Then, we analyze the relativity of the plan and the development from the improvement situation of the land readjustment project, public utility and the road network.. As a result, we understand that the master plan made before merger has a big influence on the urban area formation, and that premeditated urban area improvement including cooperation with the private sector has been done in the improvement of the center district.
Through these analyses, we show the plan method for the regional improvement of the merger local authority and the regional infrastructure technique staring in the future.
