Study on Way of Operation and its Factor of Development Permission Ordinance

By City Planning Law 2000 Amendment, municipalities including administrative divisions came to be able to set the development permission location standard in the UCA by the ordinance (3411 Ordinance). However, there is a problem of making the second UPA according to the way of operation because it sets the district developable district in UCA.
Then, this study clarifies the factor of setting the way of operation by the local authorities enacting ordinance. Therefore, we conduct the national survey and typology concerning the content of the ordinance, and select the object city by the typology. Afterwards, to clarify the factor that arrived at a present operation form, we investigated hearing. Afterwards, we conduct hearing investigation to clarify the factor that arrives at present way of operation.
We clarify the followings. A local authority is operating the ordinance without trouble by providing a unique system though it loosely sets the way of operation from the geographic factor. On the other hand, another local authority designated the majority of UCA for 3411 ordinance area because of first land use regulation.
