The data of traffic volume and travel speed are indispensable. Investigation of traffic and travel speed has been done by personal observation, and requires investigation cost. Public investment decreases in recent years and investigation cost needs to be compressed. CCTV cameras cover 78% of the highways managed by the Niigata national highway office. One on more CCTV cameras are installed at an interchange of the Niigata-Tozai highway. This research conducts CCTV image analysis using the vehicle tracking system TrackerM developed by our research group, and collects the data of traffic volume and travel speed automatically. Except for the time of snowfall, 90% or more of vehicles measurement accuracy was achieved during the morning peak period and daytime off-peak period. The off-peak period in fine weather 100% of measurement accuracy was achieved. However, only 85% of measurement accuracy was achieved during the snowfall period and the night. For trued speed measurement, a good accuracy was achieved during any time periods
