Study on Problem of Improvement Method for Infrastructure to Expanded Urban Area being secured only by District Plan

When the urbanization promotion area is expanded, premeditated urban area improvement is obligated. Because it is urban area improvement being secured only by district plan that the problem is the largest in the improvement method for infrastructure to the urban area, this study aims to clarify the relationship between the district plan to aim at infrastructure and the excessive urbanization promotion area incorporation, and to consider the designation of district plan for the expansion urban area in the local cities.
As a result of the study, we clarify the followings. The district plans to aim the improvement of infrastructures to the expansion urban area tend to be designated in the local authorities with a low ratio of the land readjustment project. And such district plans tend to be designated in the local authorities that have expanded urbanization promotion area with large scale though the density of population in the urbanization promotion area has decreased.
We also clarify the followings from the case study for three local authorities. In Kakamigahara City and Joetsu City where the district plans have been designated at the same time as incorporating the urbanization promotion area, we find that the district plans are designated in a provisional meaning for the place without the improvement method for infrastructure to urbanization promotion areas that had been excessively expanded and that it is a problem as the result that the improvement of the roads has been not advanced. From the case with Hirosaki City where the urbanization promotion area was incorporated through the district plan at urbanization control area, the improvement of infrastructure is done according to the district plan, and we can say that it is effectual methods in the meaning of securing the infrastructure.
