Study on Expansion of Zoning Area in Non Area Divisional Local Authorities

There is a current state with a lot of local authorities that maintain and have expanded the zoning area while the depopulation is remarkable in the local city region. Then, this study aims to investigate, to analyze the reason, details of the expansion of zoning area, and the trend of development outside the zoning area for the local authorities that has expanded the zoning area though the population decreases, and to propose the ideal way to the zoning area of the future.
We clarify that the zoning area is an excessive setting in a lot of local authorities as a result of the analysis. It is in the state that a loose urban area is formed in the zoning area because development in the expanded zoning area doesn't advance, and development outside zoning area progresses in addition. Therefore, in the future, it can be said that it will be necessary to improve by the land readjustment project etc. in the zoning area after development outside the zoning area is controlled, to promote a proper urbanization, and to attempt the progression in quality in the zoning area.
