Study on the Operation of Relation Measures by Introduction of Area Division and its Effect ¡ÝCentering on the Development Trend and the Development Permission Ordinance¡Ý

This study aims to clarify the condition of designation of urbanization promotion area and the operation of related measure like enactment of planning permission ordinance operated along with introduction of area division for Tsuruoka City where Area Division was introduced. Additionally, we clarify the influence of the area division from the development trend before and after area division. Based on clarified, we extract the point that becomes reference for the city where the area division introduction will be newly examined.
We find that when the area division was introduced, a part of Area of the Land for Agricultural Use was incorporated into the urbanization promotion area by the individual development done at the time under non area division system and the strong development demand from the citizens though a large-scale remaining farmland existed in the vicinity, while the urbanization control area was designated for most agricultural land districts where the over-development had been feared.
And we find that ordinance 3483 newly enacted is flexibly operated compared with an existing area division city in Yamagata prefecture, that the development done at the time of non area division system effects the designation of the area designated by the ordinance and that the district is specified for the whole area of the village including the agricultural land district. In addition, we find that the introduction of area division and the operation of the related measure effect the development trend though it is a examination in a short term after introduction of area division.
