Study on Land Use at the Loose-Regulated Area being Adjacent with Area Designated City Planning Area

This study aims to clarify the current condition and the problem of the land use for Matsumoto City Region, and to propose the regulation of land use in the future. We analyze the outline and the land use trend of the object local authorities to clarify the current condition of the land use. As a result, we selected the detailed object analysis districts. We examine the results of development from the farmland diversion in the selected districts, and investigate the hearing to the administrative persons in charge based on this analysis results. Only in the designation of the city planning area, it is difficult for the land use with planned consideration because the developments will advance at the loose-regulated area. Finally, we propose it as follows; (1) Coordinated strengthening of City Planning Act and Agricultural Promotion Act, (2) Designation of city planning area, and (3) Strengthening of loose-regulated area by specific use limitation area.
