Study on Low-used or Unused Large-scale Land at Built-up Area in Local City

This study examines the possibility of achieving the reuse of low-used or unused large-scale land at the built-up area in the local city from three aspects the description in city planning master plan, the involvement of administration and the content of reuse. We take up 30 local cities for the study first, and subsequently examine the case with Aomori City, Utsunomiya ity, Himeji City, and Fukuyama City as detailed analysis. We did the local survey, the administrative questionnaire survey, and the administrative hearing investigation. We clarified that low-used or unused lands at built-up area in local cities are exposed to the crisis of selfish development by private company which is difficult to say to be preferable.
