A Study on Preventive Attitude and Evacuation Behavior against Flood Disaster

In July13, 2004 many houses were swamped due to heavy rains in Chuetsu, Niigata. We examine soft measures for the mitigation of injury from the following two points of view: self-help and community-help. We conducted questionnaire surveys in Mitsuke, Nakanoshima, and Urase. For the first study of self-help, the SEM evacuation behavior shows that past experience of flood contributes to the changing preventive attitude in case of unemergency. For the second study of community-help, publicity activities in community are important and necessary to make many people participate in an emergency drill.
