A Study on the Presentation of Land Use Policy in the Non-Planned Area at City Planning Area Master Plan - Considering the Relationship Between Prefectures and Local Authorities -

In this study, we paid attention to the policy of land use in non-planned area described to the city planning area master plan, and understood the form of the presentation and the realities of the decision process.�@Additionally, we proposed the role requested from the policy of land use in non-planned area by clarifying the problem.�@
First of all, we clarified a nationwide decision tendency by the questionnaire survey to whole administrative divisions.�@ In the next, from the survey of the decision details of each prefecture in Nagano, Kumamoto, Miyagi, Fukui and Niigata, we pointed out that the problem would exist in the idea for the future urban area and the way of relations of administrative divisions and local authorities at the setting the policy of land use in non-planned area.�@ Moreover, we proposed that the role of the policy of land use in non-planned area in the city planning area master plan should be the guideline of the operation of the city planning for administrative divisions, and should be the construction of the method to be able to participate in the land use plan of the local authorities through it.
