Study on Factors to Promote Evacuation from River Floods

Facilities constructions for river flood control reduce danger of flood. So, they have possibility of giving us sense of safety and arising the delay of evacuation behavior when flood is coming to a city. This brings about high casualty.
Then, the study aims to grasp the structure of the factors to promote conversation about past floods, communication among inhabitants and preparation for evacuation in the city of Niigata and Shirone, Niigata prefecture.
The study shows that the knowledge about past floods and practice for evacuation can contribute to the generation of conversation about past floods as well as promotion of communication when the danger of flood is coming. On the other hand, the knowledge about past floods and the experience of the area is flooded obstruct preparation for evacuation. Usual preparation for flood promotes evacuation before flood happens. The results suggest that inhabitants should exactly recognize danger of flood to improve their safety.
