A Study on Operation of the Governor Designated Area

In this study, We take notice of governor designated area where the double line in urbanization control area is pointed out and of article 34-8-4 which has deep relation with it. We proposed the appropriate land use in urbanization control area after grasping the implementation.

First, we grasped governor designated area and the implementation of article 34-8-4 by questionnaire. As the result, we find that governor designated areas are implemented in the almost local city region and that there are some local governments where the area is shifted to article 34-8-4.

As a result of investigating implementation of the governor designated area in Niigata Prefecture, we find the followings: 1) By the designation, the developments allowed in urbanization control area increase. 2) In governor designated area which contains the superior agricultural land, the farmland can be developed.
