Study on the Formative Factors of Inhabitantsf Consciousness and Behavior

for Heavy Rainfall Disaster around Tokai Region

This study analyzes the social effects of heavy rainfall disaster around Tokai region in September 2000 from the following two points of view by a questionnaire survey.
The first is the relationship between the changes of circumferential situations and the human behavior when the Tokai heavy rainfall disaster happened. On analysis using the Disaggregate Logit Model, it proved that the inhabitantsf timing in starting evacuation or protection their household goods against flood damages depends on the following factors; the timing in receiving information signaling imminent danger, the way of understanding of these information, and the ordinary recognition about flooding and evacuation.
The second is the intention of a move that the flood victims hold after Tokai heavy rainfall disaster. On analysis using the Covariance Structure Analysis, it proved that the two following factors exist at least. One of the factors is the aspect of a result that the reconstruction in the place is given up since the damage scale of flood is very serious; so to speak, a direct factor by the disaster. The other factor is the uneasiness whether such a disaster continue to occur in the future; so to speak, the aspect of a mean for avoiding a future risk.
